Risk Study of Double Pilotage in the Laurentian Pilotage Authority Region
The objective of this study was to answer the following questions: What are the second pilot’s duties? What is the added value of the second pilot? When is a second pilot really necessary? How much is risk reduced by having the second pilot? To achieve this objective, an approach was used based on an expanded version of the Pilotage Risk Management Methodology (TP 13741E). The study resulted in a risk analysis model to assess the level of risk for a ship’s transit on the St. Lawrence River in regions 1 and 2 of the Laurentian Pilotage Authority. To illustrate the application of the model in a regulatory context, the report includes tables showing the level of risk generated by a typical vessel transit of various distances and durations. These tables help to assess the relevance of whether a second pilot is required based on the level of tolerable risk. Thy study concluded that, in order to achieve optimal management of double pilotage requirements, the level of risk would have to be measured on a case-by-case basis using a further refined and validated version of the model.
