TRANSFER OF NOVEL PRODUCTS AND TECHNIQUES THROUGH EUROPE

The road building industry is a typical regional industry: most contractors are operating on a regional or national scale, the transfer of products between countries meet several barriers. This typical situation is generally related to historical background of the line of business: the clients are in general public institutes (with their public responsibilities), the road product producers are in general accustomed to work according to detailed specifications of their clients without an incentive of developing novel products by their own (due to lack of return on investments). For some decades this situation is rapidly changing all over Europe. Due to the ongoing technological developments, important changes at the road authorities, industry sides and the implementation of the European industry policy in daily operations, functional contracting becomes a common instrument for structuring the relation between the managing road authority and the work executing company. In this situation the road authority is responsible for monitoring the required service level of the road network, the road contractor is responsible for offering that level through the pavement construction he selects: the thickness design and the materials to be applied. But also in this situation the road authority must be convinced that the public requirements are being fulfilled: so he/she must be able to rely on the quality of the construction to be applied. In several countries, systems are being developed to offer such a quality improvement. However these systems are operating on a national level. The EAPA-TC thinks that an important step towards an open European market might be made by introducing such a system at a European level. A proposal for such a system is described.
