USE IT OR LOSE IT--HOW DOES PASADENA CHANGE ITS BELIEF IN THE COORDINATION OF LAND USE AND TRANSPORTATION?
The General Plan for the city of Pasadena, California, assumed that by controlling the type and location of new development (land use planning), it could ultimately control its growing problem with traffic congestion. Having found that this was not the case, Pasadena began updating the Land Use and Mobility Elements of the General Plan in November 2000 in order to, among other aims, come up with new and better strategies to deal with traffic concerns. This paper provides insight into Pasadena's grassroots process for the 36-month, multidepartmental, multidisciplinary planning and outreach activities to update its General Plan.
