UNLICENSED TO KILL - THE SEQUEL
This report updates a report published in 2000, Unlicensed to Kill. That report described a study, which assessed the status of drivers' licenses of drivers involved in fatal traffic accidents from 1993-1997. This current report presents the results of a newer study of state practices in reference to drivers involved in fatal traffic accidents. Both the original study and the current one found that about 20% of drivers involved in fatal traffic accidents do not have a valid driver's license. The report tried to determine why the experience of states regarding their treatment of unlicensed drivers and the proportion of fatal accident drivers involved in traffic accidents differ so much from state to state.
