This chapter addresses highway traffic congestion from the western European point of view. It tries to answer the following questions: (1) What are trends and patterns of traffic congestion? (2) Should traffic congestion be completely eradicated? (3) What traffic mitigation measures can and should be undertaken to lessen levels of traffic congestion?
