THE SINGLE CAPITAL POT: WHAT EFFECT HAS IT HAD ON TRANSPORT SPENDING?

The Single Capital Pot (SCP) was created to give local authorities in the UK to freedom to decide how to spend their capital allocations. Transport professionals have expressed concern that transport could loose out to higher priority spending areas. A survey of 156 English local authorities showed some evidence to confirm these concerns. Birmingham and Sandwell transferred part of their integrated transport and maintenance block into other services areas in 2002/03. Levels of discretionary awards allocated to transport varied in different authorities. This often dependent on the past record of the authority for transport issues. Out of five county councils surveyed, Hampshire, Devon, Buckinghamshire and Kent put almost all their discretionary elements into their capital transport programmes. Lancashire County Council diverted all of its discretionary allocation to other areas. A particular concern for local authorities is that SCP allocations must all be spent in one year.
