LICENSING, ASSESSMENT AND REHABILITATION

This paper considers the assessment and re-licensing of drivers affected by drink or drugs. The original licensing process for drivers in Germany is considered, followed by the re-licensing process for drivers suspended or deprived of their licence. Assessment procedures include psychometric testing, behavioural assessment which depends on the fulfilment of certain criteria, and structuring and evaluation of assessment data. Assessment and rehabilitation are examined, with assessment seen as a precondition for treatment. Treatment can be carried out with individuals or groups, and is viewed differently in different countries as a precondition for re-licensing. Issues of evaluation and quality management are reviewed, with some ideas on the future of transport systems. For the covering abstract see ITRD E113725.
