STATISTICS OF THE CONDITION OF FINNISH ROAD PAVEMENTS 1999

The length of the public road network in Finland is 77,900 km of which about 64 % is paved. The condition of road pavements is defined using four main condition variables: roughness, bearing capacity, sum of defects and rut depth. The condition measurement data covers measurements from 1990 to 1999. Roads are measured annually according to a certain measurement cycle which varies by condition variable. The roughness and rut depth of main road network is mainly measured annually and secondary roads are measured every 2 to 3 years. The inventory cycle of pavement defects is three years and only for those low-volume roads where defects exists. Bearing capacity is measured in every 3 to 5 years. The current condition of pavements is a combination of condition measurements and prediction models so that the current state always represents the situation at the end of previous year. The main goal for road maintenance is to reach the optimal condition so that the total annual costs for the society are minimised. The goals for road maintenance are based on a simplified definition for road condition i.e. a sub-standard road. At the moment there are about 6300 km of sub-standard roads. The difference between the current condition state and the optimal condition state is about 3000 km. According to different analyses of road maintenance needs it would take about 800 million FIM annually to reach the optimal road condition in 8 years. After that the need for road maintenance would be about 600 million FIM annually. The realistic budget for road maintenance for the paved road network in Finland is at the moment about 650 million FIM which makes it possible to only try to keep the status quo.
