OPERATIONS INITIATIVE... AN ANSWER TO THE HIGHWAY CONGESTION CRISIS?
In the USA, the Federal Highway Administration (FHWA) and Institute of Transportation Engineers (ITE) have launched the 'National Dialogue on Transportation Operations', aimed at shifting the focus from new road construction to the efficient management and operation of existing infrastructure. Surface transport demand and congestion are growing, whilst construction of new highways in urban areas faces increased physical, financial and political constraints. One solution is to obtain additional capacity from the existing infrastructure. FHWA and ITE have sought to develop a contemporary version of Transportation Systems Management by accelerating the deployment of intelligent transport system (ITS) technologies. Government funding has been made available.
