TRANSPORTATION CONTROL MEASURES FOR THE SAN FRANCISCO BAY AREA: ANALYSES OF EFFECTIVENESS AND COSTS
This report presents the results of an analysis of effectiveness and costs attributable to a series of transportation control measures (TCMs) proposed for the San Francisco Bay Area. TCMs are needed to meet the requirements of both the federal Clean Air Act and the State of California's Clean Air Act. The state legislation also requires an assessment of the cost effectiveness of air pollution control measures. The work reported here is intended to respond to those mandates, and is part of an ongoing effort to develop and implement a sound transportation-air quality plan for the Bay Area.
