DEVELOPMENT OF UNIVERSITY PARTNERSHIP STRATEGIES

On April 21, 1997, the Pennsylvania Department of Transportation (PENNDOT) and the Pennsylvania State University (Penn State) began a $2.4 million partnership, called the Transportation Operations Systems Research and Development Partnership (TOPS). PENNDOT committed $1.2 million in research funds, and universities and private businesses chosen to participate in research projects were required to match the funds provided by PENNDOT. The Pennsylvania Transportation Institute's (PTI's) Center for Research, Education, and Technology Transfer, an organization at Penn State dedicated to administering all university-based research, education, and technology transfer projects for PENNDOT, served as the single point of contact for the partnership. Twenty-seven work orders were funded. Academic partners included Penn State, Bucknell University, Lafayette University, and West Virginia University. The Mid-Atlantic Universities Transportation Center (MAUTC) provided the majority of matching funds.
