CAR PARK CRIME - A NEW LOOK

Car crime became an issue in the UK in the 1980s and car parks became soft targets for crime. The Secured Car Parks Scheme was introduced as one of a series of initiatives based on the 'Secured by Design' principle (Newman's defensible space theory). However, Home Office research showed that the majority of car parks that entered the scheme were put forward because they required little modification to meet the scheme's requirements and already had low crime levels. Research by NCP showed that there was a correlation between the general level of crime in an urban area and the level of car park crime, that fear of crime was a big factor in deciding where to shop and enjoy leisure, and that the application of the defensible space theory to public car parks was flawed. NCP implemented an active management approach in which local management were responsible for what was happening in their car parks and could look to Asset Protection teams to provide whatever support was needed. The approach was based on using Anti-Social Behaviour Orders, concentrating resources where they were most effective, and recognising that one solution does not fit all. NCP are keen to support the new Safer Parking Scheme.
