AN OVERVIEW OF TRANSIT SIGNAL PRIORITY - REVISED AND UPDATED

This document presents an introductory guide to implementing Transit Signal Priority (TSP). While it does not have all the information one would need before embarking on a TSP project, it enables the reader to establish a good foundation of relevant knowledge and raises an awareness of most of the issues, pitfalls, and solutions surrounding TSP implementation and operation. In doing so, it also provides a basis for an improved understanding and appreciation of the issues, considerations, and details associated with a particular situation, and allows for more effective communication between involved parties when potential TSP deployments are being considered and when planning, design, and implementation details are being discussed. This guide has been written by engineers and technicians who have actually implemented TSP and includes the lessons learned from field experience. It provides balanced information to both the transit and traffic engineering communities in order to enhance their knowledge about the possible benefits, alternative approaches, and issues concerning TSP. The guide begins by presenting an overview of TSP and gives a background on its fundamental characteristics. The following section discusses benefits and costs of TSP. The next section offers suggested areas that should be considered in planning a potential TSP deployment. Further detail is presented in the next section on issues and alternative approaches directly related to TSP implementation, followed in the next section by a discussion of TSP operations and maintenance. The guide concludes with some insights into the future direction of TSP and identified research needs. Appendices include a list of TSP deployments and the list of TSP-related research and development needs identified at a workshop of experts in February 2003. A glossary of terms and acronyms is provided.
