DEVELOPING TRANSPORT MANAGEMENT IN THE UUSIMAA REGION OF FINLAND, BOTTOM-UP OR TOP-DOWN?
The ITS experts in Finland have since the early 1990s recognised the possibilities of ITS in solving traffic problems. Various relatively small-scale systems have been implemented but full-scale implementation has not yet started. This paper discusses the different approaches of deployment strategies and the difficulties in combining conflicting needs. (A*) For the covering abstract see ITRD E110327.
