A NEW AGENDA... FOR THE US SURFACE TRANSPORTATION PROGRAM

The current US federal transportation programme (TEA-21) is unlikely to show any immediate policy changes, under the Bush administration, as it has been carefully developed as a result of bipartisan co-operation. Possible issues to be decided concern the current high number of funding categories said to disrupt state budgeting. Another reform is the streamlining of the environmental clearance process to allow state transportation agencies to certify compliance with federal requirements. The main concern is that of serious traffic congestion as an impediment to economic productivity. A federal programme of congestion relief might include reconstruction and upgrading of urban Interstate highways, more efficient incident detection/clearance operations and the elimination of traffic bottlenecks. Greater private sector involvement is likely in highway management functions as well as in the provision of transit service delivery.
