IMPLEMENTATION OF GRADE SEPARATOR SCHEME AT DHAULA KUAN INTERSECTION, NEW DELHI
This article traces the construction of a fully grade separated intersection to improve the capacity of one of the busiest junctions in the city of New Delhi, India. The roads approaching the intersection are owned by different authorities, including local and national highway authorities and governmental defence establishments. This created administrative problems as different agencies laid different pre-conditions for the work, including avoiding the use of defence land. In some cases, legal action was required to gain land. Water mains and electricity cables had to be moved and traffic diverted. Lessons learned from the project included the necessity of regular monitoring and meeting with all agencies concerned; the clearance for plans from diverse agencies should be organised through a central, high-powered committee; and a dedicated team should be formed to arrange movement of public utility services.
