HGV TRACKING SYSTEMS - POLICE INITIATIVES IN THE FIGHT AGAINST LORRY LOAD THEFT

This paper puts forward the authors' personal views on the role that tracking systems play in the fight against lorry load crime and the function of the National Stolen Lorry Load Desk. It will show the Desk's aims and objectives and its role in supporting the improvement of HGV security. The paper also highlights the scale of lorry load theft today with the inclusion of recent analysis from the National database. The paper also includes an insight into modern day lorry load thieves, their modus operandi, trends and patterns. Also described is the industry partnership approach to the problem of lorry theft and how telematics companies and others can assist in this process Sanitised case studies will be included in the presentation together with proposals for closer co-operation in the future. The problem of lorry load theft is a national and an international problem, however, only the UK have the means to separately identify such offences, lain McKinnon's salary and that of his colleague, Hayley Palmer, is paid from the haulage and insurance industry, in a unique partnership approach.
