ROAD TRANSPORT EXTERNALITIES: INTERACTION BETWEEN THEORY AND EMPIRICAL RESEARCH. IN: RECENT DEVELOPMENTS IN TRANSPORT ECONOMICS
The purpose of this paper is to discuss three points of road transport externalities. As the cost of tolling equipment falls, the set of realistic policy options to internalize these externalities will continue to grow and will determine the research and policy agenda. Firstly, empirical work is still necessary to better identify marginal external costs. Secondly, any assessment of policy options should treat externalities simultaneously. Thirdly, emphasis is placed upon the role of government.
