EVALUATION OF "CLICK IT OR TICKET" 2002

A Special Traffic Enforcement Program called "Click It or Ticket" (CIOT) was conducted in April-June in Alabama. Multiple agencies and organizations participated in this effort. Waves of public education and enforcement were conducted, toward the single goal of improving seat belt use to increase highway safety. An evaluation showed that Alabamians have gotten the message; they know they should be wearing their seatbelts. Restraint use rose from 70.3% prior the program to 78.6% after it in only a matter of weeks. Some of the other important facts and findings from the program are summarized below: (1) The observed rate of 79% at the end of the CIOT project tied 2001 for the all time record for the state. (2) Women wore their seat belts 90.7% of the time. This was much higher than the 68.0% rate for men. (3) From a race/ethnicity standpoint, whites wore belts 78.0%, non-whites 76.7%, and Latinos 71.8% of the time. The spread was lower than might have been anticipated. (4) Responses to a questionnaire showed that motorists had heard the seatbelt message. Positive responses grew from 67.7% before to 82.1% after the CIOT. Television was the prime conduit for information. (5) 85% of respondents to the phone survey had seen or heard the seatbelt message in the past month. (6) One question was very revealing - 19 out of every 20 respondents desired to be wearing their seatbelts if they were ever involved in a crash. (7) A massive enforcement exercise was conducted over a two-week period: (a) 800 check points were conducted. (b) 13,664 seatbelt citations were given. (c) 382 child restraint citations were given. (d) 52,892 total arrests and warnings were issued. Clearly, the 2002 Click It or Ticket was successful, and it has paved the way for future success.
