DEVELOPMENT OF A FATIGUE MANAGEMENT PROGRAM FOR CANADIAN MARINE PILOTS
The goal of the project described in this report was to investigate fatigue issues in marine pilotage and develop a prototype fatigue management program. After an introduction on the project, an extensive literature review of fatigue and fatigue countermeasures in the marine environment is presented. Chapter 3 presents results of a study of Canadian marine pilot fatigue issues that collected data using a questionnaire, onboard observations, and interviews. A fatigue management program prototype, including training components, implementation plan, and guidelines for scheduling pilots and for monitoring and evaluating the program is contained in chapters 4 and 5. Appendices include a copy of the questionnaire and copies of slides used in a six-hour fatigue management program workshop.
