These introductory comments briefly state the purpose of this 1-day seminar on the problem of aviation gridlock, which is to talk about one aspect of the aviation gridlock issue - demand management. The hope is to get a broad ranging grasp of what the possibilities are for addressing the airport capacity issue through this and two seminars yet to come. Long-held assumptions will be challenged and aviation policy will be debated.
