TAKING INTERNATIONAL PAVEMENT MANAGEMENT TECHNIQUES TO THE PROVINCES OF PAKISTAN

In this paper, the implementation of a works programming level periodic maintenance prioritisation system in the four provinces of Pakistan is described. The economic analysis and prioritisation methods are based upon the principles of the World Bank HDM-III model, but practical simplifications which follow latest international recommendations have been made to suit the quality of the data that it is currently feasible to collect. Presentation concentrates upon the practical aspects of this implementation, including the involvement of local staff in the design, development and long term support of the system, and extensive workshops, training and implementation support carried out in all four provinces throughout the project. Continuous attention to high-level management orientation was essential, coupled with management explanations and operational level assistance and feedback.
