CLOSING A MAJOR URBAN FREEWAY WITH MINIMAL TRAFFIC CONGESTION

In mid-1996, the City of San Francisco and the California Department of Transportation (Caltrans) were faced with the problem of having to completely close a one-half mile section of the heavily traveled Central Freeway for a six-month period. This paper summarizes the efforts made by these two agencies to accommodate Central Freeway traffic on alternate routes, and describes the wide range of traffic mitigation and public outreach strategies which contributed to minimizing the traffic impacts of this freeway closure.
