PROPOSED LOBEG PRIORITISATION SYSTEM FOR BRIDGE STRENGTHENING, MAINTENANCE AND UPGRADING WORKS
The paper presents a pragmatic methodology for prioritising bridge works which is comprehensive and yet easy to use and implement. The system prioritises some 30 different work types which are classified into: (a) strengthening and re-instatement, (b) structural preventive maintenance, (c) non-structural maintenance, and (d) improvement and upgrade works. The system was developed for the London Bridges Engineering Group (LoBEG) with inputs from bridge engineers, traffic planners and bridge managers. The priority score for a bid is evaluated on a scale of 1 to 100 using five main criteria with relative weights: Risk of failure (40%), Cost of works (20%), Durability (15%), Social impact (15%), Cost of interim safety measures (10%). The weights have been derived using formal methods of multi-criteria decision analysis based on responses from bridge managers during structured interviews. Detailed algorithms have been developed for the evaluation of the above criteria and presented in an easy to use tabular form and require data that is readily available to engineers.
