FEDERAL, STATE, AND LOCAL PROPERTY TRANSFER EFFORTS

Brooks Air Force Base occupies more than 1,300 acres near San Antonio, Texas, but the Air Force no longer needs to own and operate the entire base due to changing priorities. This article discusses how the property was conveyed from federal to non-federal ownership, with particular interest in the related environmental regulatory compliance process. Transferring military installation properties has often been a cumbersome and time-consuming process, but to expedite the process, standards have been developed to address the environmental cleanup and compliance requirements. The various stakeholders in the process, including the city of San Antonio, state of Texas and the Air Force, worked cooperatively by sharing environmental reports and data, which helped the transfer win rapid regulatory approval. The entire property transfer, including fulfillment of all environmental requirements, was completed within two years.
