ITS COST -- COSTS FOR INSTALLATION, OPERATION AND MAINTENANCE OF ITS INSTALLATIONS IN SWEDEN

This project is financed by the Swedish National Road Administration, and it focuses on finding the actual costs for installation, operation and maintenance of ITS applications. The study comprises a state of the art study of international studies performed within the ITS cost field. To this is added case studies of costs related to Tunnel management systems, Motorway control systems and Payment systems for road pricing. The results from the state-of-the-art study show that there is a lack of cost data in Sweden and in the rest of Europe, while several projects in USA show promising results. The US initiative to create an ITS Benefits and Unit Costs Database stands in bright contrast to the European situation. Using a defined system architecture cost estimates has been collected for ITS elements categorized as capital costs and operating and maintenance (O&M) costs. For the time being this must be considered as the most valuable source for cost estimates in the ITS area. The American calculations show significant costs for operation and maintenance in a life cycle perspective. This result is also confirmed in the European case studies. In the Swedish infrastructure planning process cost-benefit analysis has decisive role. The low discount rates of today means that future maintenance costs are important items in the analysis. If ITS measures should be able to compete with traditional infrastructure measures in the planning process it is very important that the life cycle costs of ITS can be calculated based on actual experiences and correctly treated in the analysis. The conclusion of the paper is that the creation of a cost database comparable to the American is a prime interest for the European road sector.
