QUALITY ASSURANCE PROCEDURES FOR VIDEOLOGGING AND PAVEMENT CONDITION DATA COLLECTION
The Pennsylvania Department of Transportation contracts the videologging of its entire pavement network. This videologging includes semi-automated visual pavement condition surveys, roughness and rutting measurements, panoramic roadway and right-of-way images, and location referencing. Findings from the Long-Term Pavement Performance program, the experience of other states and provinces, and data specific to the Department's equipment and procedures have been reviewed and analyzed. Specific recommendations for quality assurance measures to be applied to the videologging data collection have been developed. The quality assurance plan includes provisions for calibration, control, blind verification, and acceptance sampling.
