AIR-21: MEETING THE AVIATION CHALLENGES OF THE FUTURE

As with monies in the Highway Trust Fund used to support non-transportation related programs prior to passage of the Transportation Equity Act for the 21st Century (TEA-21), similar funding in the Aviation Trust Fund earmarked for aviation programs has often been used to offset increased federal spending for other programs unrelated to aviation. This article describes the successful passage, in June 1999, of the Aviation Investment and Reform Act for the 21st Century (AIR-21) which addresses the critical need for increased funding for aviation programs in the U.S. This legislation will help improve U.S. aviation safety, modernize air traffic control, reduce flight delays, and boost airline competition according to U.S. Representative Bud Shuster, a key congressional figure supporting the AIR-21 legislation.
