This article reports on how the impact of compulsory competitive tendering (CCT) and, later, best value, have dramatically changed the highway maintenance market in the UK. Under best value, local authorities must adapt highway maintenance and other front-line activities to suit the needs and expectations of their local communities. The review of the county council term maintenance market in this article is based on information supplied by all 34 English counties, but not also from unitary authorities. From this data, the total value of routine maintenance work, awarded across the majority of the English road network, is tentatively estimated at about #300M a year. The scope of contracts varies widely, with some of them including vehicle maintenance, surfacing and other road works, and winter maintenance. Details of the contracts and contractors are given in a table and in a map of English counties. It is found that there is a definite north-south divide, with the 45% share of direct labour organisations (DLOs) in the market being almost entirely in the north; some local authorities consider that partnering will be the most popular option for counties using DLOs. The article describes some specific examples of county road maintenance contracts and outlines the work of the top three contractors.
