THE ORIGIN, EVOLUTION AND CURRENT STATUS OF CABOTAGE
The purpose of this paper was to develop an understanding of the term cabotage. The evolution of the concept of cabotage appears to have started in the 15th century when maritime shipping became a legal source of conflict among nations. The 1944 Civil Aviation Conference in Chicago created the five "Freedoms of the Air" which have since been expanded to a total of eight and divided into two categories: transit rights, and traffic rights, with the eighth freedom being cabotage. The question revolving around ownership/control and cabotage remain unresolved elements of U.S. aviation policy.
