STRATEGIC PLANNING MODEL FOR CITY MAINTENANCE IN LINCOLN, NEBRASKA
Street maintenance resource allocation has been evaluated using decision making modeling. Three approaches (Linear Programming (LP), Integer Programming (IP) and Multiple Criteria Decision Making (MCDM)) have been used to optimize possible resource allocation for the seven main services provided by the Street and Traffic Operators Division, i.e., concrete, asphalt, curbcuts, drainage, traffic sign engineering, snow materials spreading and snow plowing. The LP model aims at the minimization of travel related total cost, while the IP method has been used to maintain uniform worker distribution among facilities. An MCDM model using Composite Programming has been developed to find the best schemes under nine, often conflicting criteria (environmental compatibility, travel distance, equipment utilization, economy of scale, response time, knowledge of area, coordination and communication, personnel utilization and support staff). Results of the single objective LP model and MCDM model are quite different, the first favoring the existing situation (at least for the two major services, asphalt and concrete), while the second leading to a more concentrated resource allocation. This is understandable if one compares the difference in deciding on a single criterion of minimizing the travel distance or several conflicting criteria. To facilitate an easy use of the MCDM model a Windows-based software with user-friendly interface called DeciMaker has been developed.
