French), the complaints commissioner (J. A. Kennerley), and Cobham Ashenbank management scheme/Rail Link countryside initiative (D. Standen). Details are given of the abandonment of the scheme in 1975 for financial reasons, delays in the planning process, public private partnership financing, the problems of carving a new route through densely populated parts of SE England, quality control collectively benefiting all contractors, and environmental protection and enhancement.
