FEDERAL HIGHWAY FUNDING -- ALL THE BASICS
This article presents a "plain-language" guide to federal-aid highway funding. It is intended to serve as an easy-to-understand reference to some of the key legislative procedures, administrative actions, and funding sources which underlie the federal-aid process, with a particular emphasis on the structure and impact of apportionment formulas. Key features of the Highway Trust Fund (HTF) are highlighted, with a focus on the mechanism used to credit HTF revenue to the individual states. A discussion of legislative procedures centers on the treatment of the highway program in overall budgetary decisions, and the impact of budget authority and contract authority funding mechanisms.
