NEEDS TO DEVELOP IMPACT ANALYSIS AT TRANSPORT POLICY AND PROGRAMMING LEVELS

The Finnish National Road Administration is responsible for the development and maintenance of the public road network in Finland. Activities include investments, maintenance and rehabilitation activities, routine maintenance and traffic management. Changes in funding level as well as in allocation of road expenditure on various activities have extensive impacts on road users and the society as a whole. Analysis of these impacts is an essential part of the appraisal of road administration's policies concerning its activities. This study is a survey on the state of policy and programming level impact assessment in Finland.
