The prerequisites for using alternative fuels in trucks for urban use include the harmonization of technology economy, the environment and administration. The first four vehicles were put into operation in February 1995 and an additional three vehicles were added two years later. The vehicles, incorporating a 7 litre engine which has been adapted to run on ethanol, have driven a total of 180,000 km. Odour has not been a problem but noise has increased somewhat. In all likelihood a shortage of raw bio-materials will arise. This will result in a surplus of demand which will cause prices to increase. This puts demands on politicians to invest large sums in order to internalize the external costs of the environment consequences and to invest in rationalizing the method of producing ethanol. Only by so doing will they counteract the effects of high market prices. The conclusions are: (1) truck operators are willing to use ethanol provided that certain obstacles outside their control are removed; (2) vehicle manufacturers have a product which is technically ready for commercialization; (3) politicians have not yet taken decisions which are necessary so that costs, standards and other functions will stimulate the use of ethanol; (4) the supply of ethanol has not been secured for short term or middle term use; (5) research at colleges has got off to a good start. The price of ethanol is simply too high and it is not expected that it will be able to be influenced in the near future since there are other groups of customers which are prepared to pay more than the transport sector and which do not buy ethanol at the present time.
