GREEN COMMUTER PLANS
During recent years, traffic reduction policies in the UK have begun to focus on traffic generators, principally employers and schools; this has led to the rise of 'green commuter plans'. An important condition for the successful implementation of these plans is partnership between local authorities, employers, employees, and usually also public transport operators. Partnership implies that each partner must perceive the plan as being in its own interests. This paper mostly discusses policies and initiatives for reduced road traffic, while maintaining or improving access to work. Four basic solutions to the present commuter traffic problem are to reduce the amount of commuter travel, change this travel to more sustainable modes, use cars more intensively, and spread the times of commuter travel to reduce peaking. Topics discussed by the paper include: (1) targeting traffic generators; (2) policies and projects for road traffic reduction; (3) parking; (4) park and ride; (5) using cars more intensively; (6) the potential of bus travel as a substitute for the car; and (7) preparing and implementing a green commuter plan. In implementing such a plan, accessibility should be increased or maintained with less travel, to avoid the risk of increasing mobility too much.
