ENVIRONMENTAL CONSIDERATION IN PAVEMENT DESIGN

There has been an increasing awareness in recent years of the importance of environmental issues in road and pavement construction. Most of this has focused on recycling waste or reclaimed materials, surface and groundwater protection and noise reduction. The issue of humes from paving operations has also received attention. Because most pavement construction activities today involve preservation of the network through rehabilitation and maintenance, traffic interruptions during these activities, and the associated extra user costs, have also become important. An element of the user delays which has not received attention, however, is that of extra vehicle emissions due to traffic slowdowns. OPAC 2000, a new pavement design system developed for Ontario, includes a model which can estimate such extra emissions over a life-cycle. The model is decribed in the paper and an example calculation of CO and HC emissions is provided for an illustrative pavement design situation.
