AIMS AND METHODS OF TRANSPORT POLICIES IN VARIOUS CITIES (STOCKHOLM, GOTHENBURG, OSLO, COPENHAGEN, PORTLAND, FREIBURG, ZURICH, AMSTERDAM)

According to the results obtained by this study, it is important that the direction of transport policy is defined by a few central aims, which are then taken into account in all measures taken. The aims are most effectively achieved by the simultaneous application of "stick-and-carrot" measures. In this study, the development aims of the Helsinki Metropolitan Transport System Plan, which was completed in 1994, are reviewed and updated by clarifying the mutual inter-relationships and contents of the aims, and by gathering together "new" methods for achieving those aims.
