THE ECONOMIC IMPACTS OF HIGHWAY BYPASSES ON COMMUNITIES - SUMMARY

This report summarizes study findings of the economic impacts of bypasses on communities and businesses. The study reviewed empirical and anecdotal data from 17 communities in Wisconsin which have been bypassed since 1980. Major project findings: (1) Bypasses have little adverse impact on overall economic activity in most communities, although smaller communities have the greatest potential for adverse impacts due to large traffic diversion to the bypass; (2) Medium- and large-sized communities continue to have high traffic volumes on their original routes, indicating their ability to serve as "destinations"; (3) Very little "retail" flight has occurred in communities with bypasses; and (4) Most communities view their bypasses as beneficial, while understanding the changes and challenges which must be addressed proactively.
