CAN PUBLIC/PRIVATE PARTNERSHIP BE A REALITY FOR ITS SERVICES PROVISION

Public-private partnership is a new gimmick to overcome the lack of public funds to finance public utilities. This paper aims at identifying ways and means to make it a new paradigm to perform value added services to be provided to road users and travelers. For commercial business, issues at stake are easy to identify as it is a simple problem of equilibrium between supply and demand; however, emerging markets, such as intelligent transportation systems (ITS), are more difficult to understand. This new business is also a public good, though, which provides--beyond the market--positive external effects. So, the full cost of supply may not be covered by commercial revenues from sales, as the customer does not seem ready to afford the corresponding price. This paper considers the point of view of the user as a customer having some willingness to pay for given services, the point of view of private entrepeneur looking for the highest margin possible, the point of view of a ministry of transport looking for the highest economical return on investment, and the point of view of the ministry of budget looking for reduction of budget expenses and increases in tax revenues. It also considers the attractiveness of such businesses for investors. Recommendations are made for rules for a financial win-win game, allowing a good balance between risks and benefits among public and private sectors.
