ISSUES RELATED TO ALL-ELECTRONIC TOLLING SYSTEMS

In the 1990s, the Ontario Government sought innovative approaches for the Province's increasing transportation and financing challenges, and ways to develop private sector participation in design, build, financing, and operation of technology-based highways. Highway 407 north of Toronto was chosen to be privately constructed and operated in early 1993 to speed completion and cover costs. A consortium of leading Ontario-based companies were selected as the private sector partner to build and operate the Highway 407 toll road. The initial selection covered only the civil construction of the roadway and in the course of the evaluation process it was decided to separate the civil construction and the toll system contracts. A tolling consortium will provide an all-electronic, all-accessible toll collection system for Highway 407.
