THE EFFECTIVENESS OF SUBSTANCE ABUSE ASSESSMENT IN REDUCING DWI RECIDIVISM IN NORTH CAROLINA, ESPECIALLY AMONG LESS SERIOUS OFFENDERS
This report examines the assignment of those convicted of DWI to substance abuse assessment. It further examines that population of first time offenders in pilot counties who were assessed to identify differences between the handicapped and not handicapped group and also to identify differences between the groups that might help explain differences in recidivism rates. These factors include: breath alcohol level (BAC), previous driving history, and previous DWI activity.
