ESTIMATING USER BENEFITS FOR HIGH SPEED GROUND TRANSPORTATION SYSTEMS

This paper discusses use of a standard three-step process to estimate intercity ridership for a new high-speed ground transportation mode. The process is as follows: (1) Forecast the future demand for travel between O/D pairs by each of the existing modes; (2) Quantify the diversion from each existing mode to HSGT; and (3) Forecast the amount of induced travel on the HSGT mode. The authors' company employs the market-specific values of traveler preferences produced by the mode choice models to value the improvement in the travel characteristics confronting each market segment.
