LICENSING THE OLDER DRIVER: A SUMMARY OF STATE PRACTICES AND PROCEDURES. NHTSA TECHNICAL REPORT
Driver licensing practices and procedures within the States which have a differential impact on older drivers are summarized. Actions based on advanced age alone as well as routine licensing functions that disproportionally affect older persons are examined within the context of the basic licensing system. Programs of special interest in three States are also briefly described. The report concludes that the determination of what, if any, differential licensing requirements and procedures can be justified by advanced age alone should begin by focusing attention on the evaluation of those currently in effect and that long term research should be directed toward the development of better methods to identify high-risk drivers on the basis of performance capability, particularly as it is affected by age-related functional impairments.
