IVHS CVO TECHNOLOGY: A POSITIVE EFFECT ON THE SHIP-TRUCK INTERMODAL INTERFACE

This report documents a study of the institutional barriers to, and the benefits from, the usage of intelligent vehicle-highway system (IVHS) commercial vehicle operations (CVO) technologies as applied at marine container terminals for trucking operations. The objective of this research is to inform members of the IVHS community, as well as those generally concerned about increasing the United States' productivity through intermodal operations, about the benefits of IVHS CVO technology involving U.S. marine container terminal operations. This paper includes case studies of various ports and terminals located on the East Coast, West Coast, and also in the Gulf Coast region. It is shown that there are a wide variety of port operating procedures and that there are common problems being addressed with innovative solutions in marine ports across the country.
