BITUMINOUS PAVEMENT SEAL COAT PROGRAMMING PROCEDURES AND GUIDELINES

The purpose of this project was to develop criteria for seal coat programming of bituminous pavements. The approach included the following: 1. A literature search to ascertain what work had already been done, what types of applications were being used, and what programming had already been developed. 2. A questionnaire sent to all state highway departments to obtain more specific and up-to-date information on the use of seal coat-type applications and why they are being used. 3. Visits to about one-half of the states to obtain more specific information, especially from the persons who initiate and carry out the seal coat programs. Pictures were also taken so that a comparison could be made of the conditions for which seal coats are programmed. 4. A surface condition rating system was developed. Specific levels of the various ratings were arbitrarily selected as conditions that warrant a seal coat. Using the rating system as a basis, tentative criteria were set up. 5. Four states were revisited for trial implementation of criteria. 6. A training program was prepared, including a slide series, to present the surface condition rating to highway maintenance and materials personnel. 7. The training program was presented to personnel in five states. A number of those in attendance then rated the surface condition of pavements at various levels of condition to see how consistent their ratings were after the training session. 8. The training session program is included in the final report.
