OPTIMISATION OF IMPORT/EXPORT TRANSPORTATION IN FINLAND - THE NATIONWIDE EFFECTS OF CENTRALISATION/DECENTRALISATION OF THE PORT STRUCTURE

An extensive report on the subject of port area development in Finland was made during the period 1986-88. One important part of this consists of a report on port cargo transport, which is the subject of this paper. There are almost sixty import and export harbours operating in Finland, which are mainly under the control of local authorities or privately owned industrial utilities. Efforts are made to keep the ports open during the winter season with the aids of icebreakers, which inevitably results in higher costs. The alternative would be to transport goods overland. The objective of the report is to examine the need for greater unit load handling capacity in the various regions.
