METROPOLITAN TORONTO EXCEPTIONAL LOAD ROUTE DESIGNATION STUDY
An exceptional load vehicle is defined as one whose height, width, length and/or weight is greater than regulated by the Highway Traffic Act or municipal by-law for unrestricted movement on public roadways. This study, recommended by the Metropolitan Toronto Goods Movement Study, addresses the concern of decreasing route opportunities by proposing a set of roads to be designated as exceptional load (E.L.) routes, and a set of dimensions to comprise the E.L. envelope. The goals of this study are the immediate protection of the current E.L. routes and the eventual preservation of a complete E.L. network. The following activities were undertaken during the study: the determination of Provincial, Metro and Area Municipal roads used by exceptional load vehicles; the establishment of the exceptional load dimensions that encompass the majority of exceptional loads in the form of exceptional load envelopes; the establishment of an interim exceptional load network currently capable of accomodating the chosen dimensions; and the determination of a long term exceptional load network.
