FEDERAL RESEARCH: OPPORTUNITIES FOR THE DESIGN AND CONSTRUCTION INDUSTRY

Based on the premise that the federal laboratory system's research and development base can be an important resource for the U.S. design and construction industry, the Civil Engineering Research Foundation (CERF) initiated a research project to study and determine: 1) the various methods for transferring technology from the federal laboratories to the U.S. design and construction industry; 2) new, innovative, and demonstrable technologies being developed by the federal laboratories that could improve U.S. design and construction industry products, processes, techniques, and practices; and 3) mechanisms for improving technology transfer between the federal laboratories and the U.S. design and construction industry. This report presents the results of CERF's research project. Chapter 1 is an introduction. Chapter 2 provides essential background information. Chapter 3 is a brief history of federal government technology transfer legislation. Chapter 4 describes one process used to discover technologies developed at the federal laboratories. Three promising new design and construction-related technologies, at different stages of development, are highlighted. Finally, Chapter 5 considers more effective means for transferring technology from the federal laboratories to the U.S. design and construction industry. Appendix A identifies the CERF Project Advisory Team members. Appendix B provides a list of the technology transfer offices at major federal laboratories.
