AN ANALYSIS OF LAW ENFORCEMENT COUNTERMEASURES: ANALYIC STUDY FOR 1974

The Los Angeles County ASAP has been operating two specialized DUI enforcement patrols, Sheriff and Covina, for two full years. Both patrols have investigated the advantages of one vs. two-man units. The Sheriff's ASAP, with a large patrol area, has found two-man units to be most effective because of the lengthy response time for back-up assistance to one-man units. Covina has found an 83 percent increase in DUI arrests using one-man cars. The ratio of daytime to nighttime total crash rates was used to analyze the relationship of ASAP DUI arrests and ultimate crash reductions. This form of transformation eliminates inherent linear and serial correlation trends as well as controlling for the effect of the 1974 speed limit changes and gas shortages. The analysis indicated a significant increase in nighttime crash rates relative to daytime rates in the Sheriff's saturation patrol areas. No change in the daytime to nighttime crash ratios was observed in the Covina ASAP area. A discriminate analysis of the profiles for those arrested by ASAP and regular patrols compared with HBD fatally injured drivers indicates statistically significant differences between the groups. Those involved in HBD fatal crashes (drivers) tend to be younger, have few prior DUIs and significantly more prior non-alcohol-related offenses and more prior accidents. It is suggested that those arrested by ASAP for DUI do not fit the profile of those involved in HBD fatalities.
